Outside of the hive. Since it was a package install, just a normal top bar hive. When we did the install (yesterday), I didn't really like the looks of the package; the bees were sluggish, they didn't start fanning when we hived them, etc. I decided to come back today to see how they were doing. A ball of bees were still clustered in the package box (most were shaken out yesterday). It was warm enough (55F) that they really should've been going into the hive. I tossed them in by hand, figuring they were practically starved.
