The blue board is a 1/4" thick piece of scrap plywood. The nuc adapter sides are all 1" thick (same as the top-bar hive body), while the side that attaches the nuc adapter to the top-bar body (the blue board) is much thinner. The idea here is to minimize space between the first top bar and the last deep frame, otherwise we're more likely to end up with cross comb and bees building random stuff in that space.
