My understanding is that the hive is not committed to swarming until the queen cell(s) is capped. So, we opened up the brood nest a bit by putting some new frames in the brood area (spacing them apart every ~2 frames). The new frames are not built out, so the attendant bees should stay occupied building out the foundation rather than fretting about lack of space/lack of larvae to take care of.

We also swapped the two supers (brood is now on the bottom), which is pretty standard practice.
